The Parish School Board of the Parish of Lafourche, State of Louisiana,
met in regular session at its regular
meeting place, the Parish School Board Office, located at 805 East Seventh
Street, Thibodaux, Louisiana, on Wednesday, September 1, 1999, at 7:00
p.m.
The Parish School Board of the Parish of Lafourche, State of Louisiana,
was duly convened as the governing authority of Consolidated School District No.
1 of the Parish of Lafourche, State of Louisiana, by The Honorable Judy G.
Theriot, President.
Ms. Constance Williams read the opening
prayer.
President Theriot led the board and the audience in the Pledge of
Allegiance to the Flag.
Present for roll call were: Mr. Louis E. Thibodaux (District 1); Ms.
Rhoda Caldwell (District 2); Ms. Constance T. Williams (District 3); Ms. Martha
S. Zeringue (District 4); Mr. Jessie Fabiano (District 5); Mr. G. A. Rodrigue,
Jr. (District 6); Mr. Dave J. DeFelice, Jr. (District 8); Dr. Judy G. Theriot
(District 7); Mr. Aubrey J. Orgeron (District 12); Ms. Loretta Duplantis
(District 9); Mr. Dennis Jean’ Chiasson (District 10); Mr. Roy Landry (District
11); Mr. John Danos (District 13); Mr. Paul Chiquet (District 14); Ms. Rebecca
Duet (District 15).
Absent were: None.
On motion of Mr. Chiquet, seconded by Ms. Williams and unanimously
carried, the board approved minutes of school board meeting held August 4, 1999,
as recorded.
At this time, President Theriot recognized Mr. Joel T. Chaisson II,
candidate for State Senate, District 19.
The board received Mrs. Paula Perez, director of the Louisiana Business
Partnership. Mrs. Perez
reported that Thibodaux High School DECA has been working with the Louisiana
Business Partnership for the last three years and has earned new equipment
through the Partnership based on their level of participation. She then presented the new
equipment to Mrs. Sally Webre, advisor, and members of Thibodaux High School
DECA. At the conclusion of
Mrs. Perez’s presentation, the board recognized Mrs. Webre and members of
Thibodaux High School DECA for their work with the Louisiana Business
Partnership.
The board recognized members of the West Thibodaux Junior High School
color guard and rifle team, who have been invited to perform during the
half-time show at the Citrus Bowl on New Year’s Day in Orlando,
Florida.
The board recognized recipients of BellSouth Teacher Grants (sponsored by
BellSouth and the Buquet Family Foundation) for the 1999-2000 school year, as
follows: Ms. Connie Daigle, teacher
at Thibodaux Elementary School, grant award in the amount of $500, sponsored by
BellSouth; and Ms. Chelsea Clement, teacher, West Thibodaux Junior High School,
grant award in the amount of $500, sponsored by the Buquet Family
Foundation. Ms. Glenny Lee Buquet
(president of the State Board of Elementary and Secondary Education and member
of the Buquet Family Foundation) was present in the audience and, on behalf of
the Buquet Family Foundation, presented Ms. Clement’s $500 grant award to her
principal, Mrs. JoAnn Matthews.
At this time, Ms. Buquet stated that she enjoys working with the various
school systems and announced that she will seek reelection to the State Board of
Elementary and Secondary Education.
The board recognized and awarded certificates, issued by the Louisiana
School Boards Association (LSBA), to the following school board members for
credit hours earned at the 1999 LSBA Convention held March 4 – 6, 1999, in
compliance with Act 66 of the 1998 Legislature:

Mr. Landry offered a motion, seconded by Ms. Zeringue, to approve the School Resource Officers (SRO) Contract for
Services, to be entered into by the Lafourche Parish School Board, the
Lafourche Parish Sheriff’s Office, and the Thibodaux Police Department, along
with the guidelines, as originally written and presented at the August board
meeting; and to authorize the signing of the contract by the board president and
superintendent. After a brief
discussion, a vote was taken on Mr. Landry’s motion. The motion was carried by a vote
of 14 to 1, with Ms. Williams casting the dissenting vote. Ms. Williams clarified her “no” vote, as
follows:
I well
understand how the insurance procedure is and what actually happens based upon
what has been given. I also
understand that a contract has been put in place for the PASS Program. We were not fully aware of some of the
things that were involved in that particular contract; apparently, the attorney
did not or somehow or another it got past, we didn’t see something in it – so,
by me knowing fully the repercussions of signing this particular contract, I
cannot go with it. It’s not that I
am against SRO officers, because I do want that in our schools; but, it’s just
the implication of what could happen in the event this contract is put in
place.
At this
time, President Theriot, Superintendent Broussard, Sheriff Craig Webre, and
Chief of Police Thomas Simons officially signed the School Resource Officers (SRO) Contract for
Services.
President Theriot then called on Chairperson Chiasson, who gave the
following report of the Superintendent Search Committee, as per meeting held
August 9, 1999:
The
Superintendent Search Committee of the Lafourche Parish School Board met at the
Lafourche Parish School Board Media Center, located at 1411 Crescent Avenue,
Lockport, Louisiana, on Monday, August 9, 1999 at 6:02
p.m.
All committee members were present, as follows: Ms. Martha Zeringue, Mr.
Dennis Chiasson (Chairperson), Mr. John Danos, Mr. Roy Landry and Ms. Rhoda
Caldwell.
Others present were: Ms.
Rebecca Duet, Mr. Paul Chiquet, and Dr. Judy Theriot.
The meeting was called
to order by Mr. Dennis Chiasson, chairperson of the
committee.
After discussion, the
following was agreed upon:

After a brief discussion, the board president was asked to (1) check into
the costs involved should the board decide to have an appraisal and evaluation
of selected candidates performed by PI
Profiles, a John Beck Company, and (2) report her findings to the committee
at its next meeting.
The qualifications for superintendent were reviewed, and a change is
proposed to Policy Title 1:1.5.a. (page 17 of the Lafourche Parish School Board
Policy Manual). It is suggested
that the board remove the phrase "in the month of January" from the first sentence of the
policy.
Each board member will
be asked to submit questions that he/she would want to ask the candidates during
the interview. From the questions
turned in, a new list of interview questions will be
devised.
The time schedule
agreed upon is:

must be submitted by October 22, 1999 at 10:00 a.m. (The application packet must be
submitted to the board president in an envelope marked “Application for

On a motion by Mr.
Danos, seconded by Ms. Caldwell and unanimously carried, the meeting was
adjourned at 7:07 p.m.

On motion of
Mr. Chiquet, seconded by Mr. Thibodaux and unanimously carried, the board
approved the search process, advertisement process, and time schedule, as
recommended by the Superintendent Search Committee.
On motion of Mr. DeFelice, seconded by Mr. Fabiano and unanimously
carried, the board waived the one-month waiting period for the adoption and/or
amendment of policies (as specified in Item 5 of Policy Title 1:2.1) so that the
board can immediately vote on approval of the amendment to Policy Title 1:1.5.a,
Superintendent; qualifications,
appointment and removal. Mr. Chiasson then offered a
motion, seconded by Mr. Danos and unanimously carried, to amend Policy Title
1:1.5.a, Superintendent; qualifications,
appointment and removal, to
remove the phrase “in the month of January” from the first sentence of the
policy (as recommended by the Superintendent Search Committee), as
follows:

T. 1:1.5.a Superintendent;
qualifications, appointment and removal
The Lafourche Parish School Board shall elect
a parish superintendent of schools for a period not to exceed four years and
having such qualifications as fixed by the State Board of Elementary and
Secondary Education and the Lafourche Parish School Board.
The parish superintendent of schools shall not be
required to be a qualified elector and resident of Lafourche
Parish. The superintendent shall be
required to devote his/her entire time to the office of parish superintendent of
schools. He/she shall act as
secretary and treasurer to the board.
The superintendent is the chief executive officer and the professional advisor to the school board. He/she may delegate responsibility for the operation of various segments of the school system, but he/she shall be responsible to the board for the results produced.
In cases where action must be taken within the school system where the
board has provided no guides for administrative action, the superintendent shall
have the power to act.
His/her decisions, however, shall be
subject to review by action of the board at its regular meeting. It shall be the duty of the
superintendent to inform the board promptly of such action and of the need for
policy.
If at any time the parish
superintendent shall be found incompetent, inefficient, or unworthy, he/she
shall be removable for such cause by a majority vote of the membership of the
school board at any regular meeting or at any special meeting after due
notice.
Chairperson Chiasson then
advised board members that they could submit their interview questions to any
member of the Superintendent Search Committee.

At this time, President Theriot called on Sheriff Webre, who applauded
the efforts of the school board and its wisdom in appointing the SRO’s. He also thanked the board for its long
standing relationship with the Sheriff’s Office and their many endeavors,
including PASS officers, DARE officers, school guards, and the many other
initiatives they have collaborated on in the past. The sheriff said it has been a
tremendous relationship; and that he looks forward, if successful in his bid for
reelection, to continuing the relationship.
The president then called on Chairperson Thibodaux, who gave the
following report of the Policy and Procedure Committee, as per meetings held
August 12 and 19, 1999, as follows:
The Policy and Procedure Committee of the Lafourche Parish School Board
met at the Parish School Board Office, located at 805 East Seventh Street,
Thibodaux, Louisiana, on Thursday, August 12, 1999 at 5:30 p. m.
The following committee members were present: Mr. Louis Thibodaux (Chairperson), Ms. Rhoda Caldwell and Mr. John Danos.
Members absent were: Mr.
Dave J. DeFelice, Jr. and Ms. Loretta Duplantis.
Others present at the meeting included: Ms. Martha Zeringue, Mr. Paul Chiquet,
and Ms. Rebecca Duet (School Board Members); Mr. Elmo Broussard (Interim Superintendent); Mr. Francis
Rodriguez and Mr. Gary Babin (Supervisors).
The committee reviewed part of Section G, Personnel, of the revised draft of the
Lafourche Parish School Board Policy Manual.
A lengthy discussion was held concerning File: GBD, Employment of Personnel – in particular, with regard
to site-based management and transfer of professional personnel. Mr. Danos asked that a report be
submitted to the board on schools that were granted waivers of the transfer
policy for this school year. After
receipt of the report, the committee could then determine if a policy change is
needed. Superintendent Broussard
stated that such a report would be submitted to the board.
A brief discussion was held concerning File: GBI, Evaluation of Professional Staff – in
particular, with regard to the superintendent’s evaluation form. The committee asked Supervisor Babin to
look into simplifying the form.
The superintendent was directed to make certain revisions to some of the
policies reviewed and to present the revised policies, as well as certain
information requested by committee members, to the committee as soon as
possible.
The chairperson stated that the committee would review the remainder of
Section G, Personnel, beginning with
File: GBRI, at its next meeting.
The chairperson announced that the next meeting of the committee would be
on Thursday, August 19, 1999, beginning at 5:30 p.m.
On motion of Ms. Caldwell, seconded by Mr. Danos and unanimously carried,
the meeting was adjourned at 6:45 p.m.

The Policy and Procedure Committee of the Lafourche Parish School Board met at the Parish School Board Office, located at 805 East Seventh Street, Thibodaux, Louisiana, on Thursday, August 19, 1999 at 5:30 p. m.
All committee members were present, as follows: Mr. Louis Thibodaux (Chairperson), Ms. Rhoda Caldwell, Mr. Dave J. DeFelice, Jr., Ms. Loretta Duplantis, and Mr. John Danos.
Others present at the meeting included: Dr. Judy Theriot (Board President); Mr.
Paul Chiquet and Ms. Rebecca Duet (School Board Members); Mr. Elmo Broussard (Interim
Superintendent).
The committee received the revisions to Section A, School District Organization. On motion of Mr. Danos, seconded by Ms.
Duplantis and unanimously carried, the committee approved the revisions to
Section A for presentation to the full board at its September meeting for study
and review – with said revisions to be voted on at the October
meeting.
The committee reviewed the remaining policies of Section G, Personnel, beginning with File: GBRI of the revised draft of the
Lafourche Parish School Board Policy Manual.
A lengthy discussion was held concerning File: GBRJ, Substitute Teachers. The superintendent stated that he
planned to submit a proposal to the board regarding a change in the rate of pay
for substitute teachers.
The superintendent was directed to make certain revisions to some of the
policies reviewed and to present the revised policies, as well as certain
information requested by committee members, to the committee as soon as
possible.
The chairperson stated that the committee would review the remainder of
the revised draft of the policy manual, beginning with File: IDDG, at its next
meeting.
A date was not set for the next committee meeting.
On motion of Mr. DeFelice, seconded by Ms. Caldwell and unanimously
carried, the meeting was adjourned at 6:08 p.m.
At this time, it is the recommendation of the Policy and Procedure
Committee that the board (1) receive the revisions to Section A of the revised
draft of the Lafourche Parish School Board Policy Manual (as approved by the
committee) for study and review during the month of September; and (2) vote on
approval of said revisions at the October meeting.
The board
received the revisions to Section A of the revised draft of the Lafourche Parish

voted on at the October board meeting.

Next, President Theriot called on Chairperson Zeringue, who gave the
following report of the Transportation Committee, as per meeting held August 19,
1999:
The Transportation Committee of the Lafourche Parish School Board met on Thursday, August 19, 1999 at 6:30 p.m. at the parish school board office.
All committee members were present, as follows: Ms. Martha Zeringue (Chairperson), Ms. Rhoda Caldwell, Mr. Paul Chiquet, Mr. Roy Landry, and Ms. Constance T. Williams.
The meeting was called by Chairperson Zeringue to allow concerned citizens and drivers to voice their opinions regarding school bus transportation. Ms. Zeringue asked Superintendent Broussard to explain his plan to solve transportation problems as quickly and efficiently as possible. Superintendent Broussard advised the committee that, in order to facilitate this problem solving, he would send the supervisory staff to the various areas of the parish to assist principals, drivers, and parents in eliminating these problems. The action taken to solve the various problems would be binding.
Several people in attendance at the meeting were given an opportunity to
speak.
After lengthy discussion, on motion of Ms. Williams, seconded by Mr.
Landry and unanimously carried, the meeting was adjourned.
Chairperson
Zeringue then asked for an update on school bus transportation problems. Superintendent Broussard
stated that a multitude of problems have been solved. He added that there are still a
few outstanding problems; however, the volume has been greatly reduced. The superintendent stated that
supervisors, principals, and bus drivers are continuing to work on solving the
remaining problems.
(This
concludes the report of the Transportation Committee and any action taken by the
board in connection therewith.)
The president then called on Chairperson Orgeron, who gave the following
report of the Finance Committee, as per meeting held August 26,
1999:
The Finance Committee of the Lafourche Parish School Board met on
Thursday, August 26, 1999, at 5:30 p.m.
There were present: Mr. Aubrey Orgeron (Chairperson), Mr. Dennis Chiasson, Mr. John Danos, Mr. Jessie Fabiano, Mr. Roy Landry, Mr. G. A. Rodrigue, Jr., and Mr. Louis Thibodaux.
There were absent:
None.
Others present:
Mr. Elmo Broussard (Interim
Superintendent); Mr. Don Gaudet (Business Manager); Ms. Stacy LeJeune (Head
Accountant); Dr. Faye Robichaux (Supervisor of Child Nutrition); Dr. Judy
Theriot (Board President); and Ms. Rhoda Caldwell, Mr. Paul Chiquet, Ms. Martha
Zeringue, Mr. Dave DeFelice, Jr., and Ms. Loretta Duplantis (School Board
Members).
Chairperson Orgeron called upon Business Manager Gaudet for a report on
the public hearing on the proposed 1999-2000 Comprehensive Original Budget. Mr. Gaudet explained that a public
hearing was held on August 25, 1999.
Since there were no public comments against any section of the budget, he
is requesting approval by the board.
A motion was made by Mr. Rodrigue, seconded by Mr. Landry and passed
unanimously, that the committee recommend to the board that it adopt the
1999-2000 Comprehensive Original Budget as presented.
Chairperson Orgeron once again called upon Mr. Gaudet for a report on
group health insurance costs. As
requested at the August 2, 1999 meeting, Mr. Gaudet calculated the total cost to
the board of funding the single HMO plan for all employees. The total cost to the general fund would
be $1.8 million. The committee then
discussed other options including increasing the board’s contribution toward
insurance, the Advantage Card, and disability benefits. After a lengthy discussion, no
action was taken by the committee.
Mr. Gaudet then presented a report to the committee on out-of-state
travel for the 1998-1999 school session.
Committee members then discussed
limiting trips, funding sources, and approval of trips. Mr. Chiasson then offered a motion that
each employee be limited to one out-of-state trip per year--regardless of
funding source. After brief
discussion, Mr. Chiasson withdrew his motion. Chairperson Orgeron then directed
Superintendent Broussard to report back to the Finance Committee at its October
meeting with a summary of out-of-state travel and recommendations on
guidelines. Mr. Fabiano then
requested that Mr. Gaudet indicate on his report which travel agency was used
for each trip.
Mr. Gaudet then reported that he is currently working with Mr. Charles
Masip, safety coordinator with F. A. Richard and Associates, on the
janitor/safety coordinator position.
Also, information has been requested from other parishes in reference to
this. Final information should be
ready to be presented to the committee at the October meeting.
Mr. Orgeron then called upon Mr. Danos, who had requested to address the
committee in reference to upgrading the parking lot at Cut Off Elementary
School. Mr. Danos explained the
reasons for this request and also presented a quote received for the
project. Superintendent Broussard
was then directed to have Mr. Francis Hubbell obtain two additional quotes to be
presented to the board at the September meeting.
Mr. Orgeron then recognized Dr. Faye Robichaux, supervisor of child
nutrition, who had requested to present to the committee an adjusted pay
schedule for child nutrition employees.
Dr. Robichaux then explained to the committee the adjustments being
requested and the reasons for the adjustments. Mr. Chiasson then offered a motion,
seconded by Mr. Fabiano and passed unanimously, that this item be placed on the
next Finance Committee agenda to be voted on at that time.
Superintendent Broussard then informed committee members that he is
looking into the possibility of increasing the daily rate of pay for substitute
teachers. He is currently having
the board’s attorney, Mr. Joseph Bertrand, check into the legalities of
increasing substitute teacher pay as it relates to retired
teachers.
Mr. Orgeron then brought up an item not on the agenda. He requested information regarding the
bid laws -- in particular, as it relates to copy equipment. The superintendent
was then directed to check into this and report back to the committee and also
to advise principals to cease in the signing of contracts for this
equipment.
There being no further business, on motion of Mr. Danos, seconded by Mr.
Chiquet and passing unanimously, the meeting was adjourned at 7:10 p.m.
The committee has approved the following item and submits it to the board
for consideration:
To adopt the 1999-2000 Comprehensive Original Budget as presented
On motion of Mr. Chiasson,
seconded by Mr. Rodrigue and unanimously carried, the board adopted the
1999-2000 Comprehensive Original Budget as presented.
Chairperson Orgeron noted that the report on travel agents used for
out-of-state travel, as requested by Mr. Fabiano, was attached to the committee
report.

President Theriot then gave the following report of the Advisory
Committee, as per meeting held August 30, 1999:
The Advisory Committee
of the Lafourche Parish School Board met at its regular meeting place, the
Parish School Board Office, located at 805 East Seventh Street, Thibodaux,
Louisiana, August 30, 1999, at 5:00 p.m.
The following committee
members were present: Dr. Judy Theriot, Mr. Aubrey Orgeron, Mr. Dennis Chiasson,
Ms. Rebecca Duet, and Ms. Martha Zeringue.
There were absent:
None.
President Theriot
called upon Mr. Marcel Fournet, project manager, to report on Phase 1 of the
bond issue. Mr. Fournet reported
that he spoke to Mr. Ed Cheramie concerning the completion of the construction
documents for the South Lafourche project and was told that the documents will
be completed by the end of October, 1999.
Mr. Fournet further reported that the projected date for the
advertisement for bids is on or about November 23, 1999, the projected date for
the prebid conference is December 15, 1999, and the projected date to receive
bids is January 18, 2000.
Mr. Fournet told the committee that Mr. Cheramie anticipates a notice to
proceed date on February 15, 2000 and estimates substantial completion of the
project by July, 2002.
Mr. Fournet next reported that because the lowest bid for the Thibodaux
High School project was above the anticipated budget, architects Weimer &
Boudreaux were instructed to strive to reduce the cost of the facility without
reducing the general quality of the building. To date they have projected
approximately $692,000.00 worth of deducts and are still working to verify that
the deducts are legitimate. Mr.
Fournet recommended to the committee that Weimer & Boudreaux be given
another week and a half to fine tune the numbers to verify that they are in fact
legitimate numbers and don’t benefit the contractor in any way. He further recommended that Weimer &
Boudreaux review their projected savings on the project and make certain that
the changes are appropriate for the project. Mr. Fournet recommended that Weimer
& Boudreaux be given until the morning of September 13, 1999 to finalize
their deduct recommendations at which time they will provide him with a copy of
the report so that he can review it and determine if a special board meeting is
needed on September 15, 1999.
Mr. Richard Weimer of Weimer & Boudreaux next addressed the
committee. He told committee
members that he agreed that more time was needed to fine tune their review of
the project and asked the committee to approve the extension of time as outlined
by Mr. Fournet. A motion was
offered by Mr. Chiasson, seconded by Ms. Zeringue, to allow Weimer &
Boudreaux until September 13, 1999 to validate their recommended deducts at
which time Mr. Fournet will review the report and recommendations and determine
if a special board meeting is needed on September 15, 1999. Motion carried.
The committee next reviewed the September 1, 1999 agenda items for both
the special meeting and regular meeting of the Lafourche Parish School
Board. A short discussion
concerning agenda items 17 and 18 developed at which time Mr. Broussard provided
the committee with background information relative to these agenda
items.
There being no other official business, on motion of Ms. Duet, seconded
by Mr. Orgeron and unanimously carried, the committee meeting was adjourned at
5:30 p.m.
The committee has approved the following item and submits it to the board for consideration:
To
allow Weimer & Boudreaux until September 13, 1999 to validate their
recommended deducts, at which time Mr. Fournet will receive their report and
recommendations and determine if a special board meeting is needed on September

On motion of
Ms. Zeringue, seconded by Mr. Rodrigue and unanimously carried, the board agreed
to allow Weimer & Boudreaux until September 13, 1999 to validate their
recommended deducts, at which time Mr. Fournet will receive their report and
recommendations and determine if a special board meeting is needed on September
15, 1999.

Next, President Theriot called on Chairperson Williams, who gave the
following report of the Insurance Committee, as per meeting held August 30,
1999:
The Insurance Committee of the Lafourche Parish School Board met on
Monday, August 30, 1999 at 6:00 p.m.
The following committee members were present: Ms. Constance Williams
(Chairperson), Mr. Paul Chiquet, Ms. Rebecca Duet, Mr. Dave DeFelice, Jr., Ms.
Loretta Duplantis, Mr. Jessie Fabiano and Mr. G. A. Rodrigue,
Jr.
There were absent:
None.
Also present: Mr. Elmo
Broussard (Interim Superintendent);
Mr. Don Gaudet (Business Manager); Dr. Judy Theriot (Board President); and Ms.
Rhoda Caldwell, Mr. John Danos, Mr. Louis Thibodaux and Ms. Martha Zeringue
(Board Members).
Chairperson Williams asked that an item be added to the agenda. On motion of Mr. Chiquet, seconded by
Mr. Rodrigue and passing unanimously, a presentation by representatives from
Advantage Card was added to the agenda.
Ms. Williams then called upon Mr. Darryl Mosbey, Account Service
Representative with SMA, for a report on performance objectives. Mr. Mosbey gave the following report for
the period April 1999 through June 1999:

Non-institutional claims:

Ms. Williams thanked Mr. Mosbey for his report and thanked him for his
work thus far. Ms. Williams
requested that any problem an employee is having regarding insurance be brought
to the attention of an Insurance Committee member. On motion of Ms. Duplantis, seconded by
Mr. DeFelice and passing unanimously, the committee voted to accept the Second
Quarter Performance Report submitted by SMA.
Mr. Gaudet then informed the committee that the contract with insurance
consultants Bearden & Guibault needs to be renewed. He requested that the
contract be renewed at this time only through December 31, 1999; in that way,
the contract in the future will follow the calendar year. Mr. DeFelice then offered a motion,
seconded by Ms. Duplantis and passed unanimously, that the contract with Bearden
& Guibault, insurance consultants, be renewed through December 31,
1999.
Ms. Williams then recognized Mr. Dave Smith and Mr. Eric Yeates of
Advantage Card. Mr. Yeates
explained the benefits of the card to committee members. The cost for the board to include all
employees and retirees is $.75 per person, or approximately $25,000 per
year. Mr. Rodrigue then
offered a motion, seconded by Mr. Chiquet and passing unanimously, that the
Insurance Committee recommend to the Finance Committee that funding be included
in the budget for this program.
On motion of Ms. Duplantis, seconded by Mr. Chiquet and passing
unanimously, the meeting was adjourned at 6:55 p.m.
The committee has approved the following items and submits them to the board for consideration:
1. To accept
the second quarter performance report submitted by SMA

Williams offered a motion, seconded by Mr. Thibodaux, to accept the second
quarter performance report submitted by SMA. After a brief discussion, a vote was
taken on Ms. Williams’ motion; the motion was unanimously
carried.

Ms. Williams, seconded by Mr. DeFelice and unanimously carried, the board
renewed the contract with Bearden & Guibault, insurance consultants, through
December 31, 1999.

Before considering Agenda Item No. 17, President Theriot called on Ms. Amy
Bridges, who, in accordance with Policy Title 1:2.1.g, “Meetings-public
participation,” requested to speak on the agenda item. Ms. Bridges spoke in support of the
charter school proposal.
President Theriot then called on Ms. Nancy Toups, Ms. Beth Marcello, and
Ms. Celeste Robichaux, who had requested to address the board regarding their
request for approval of a proposed charter school. Ms. Toups, speaking on behalf of Ms.
Marcello, Ms. Robichaux and herself, asked the board for a decision on their
charter school proposal. A brief
discussion followed. President
Theriot then called on the superintendent to offer his recommendation. Superintendent Broussard stated
that he, as well as several members of his supervisory staff, met with Ms.
Toups, Ms. Marcello and Ms. Robichaux last week to discuss the charter school
proposal; and that, after listening to their plans and having some questions
answered, his recommendation to the board is to deny the request for the charter
school. The superintendent then
cited some of the reasons for his recommendation – namely, certain advantages
that the charter school may have; the difference in money allocated to the
charter school based on the type of school; although the charter school test
scores will be counted in the scores of Lafourche Parish public schools, the
school system would have no control over what is done to improve charter school
scores; and too many unequal rules – such as, public employees and students
being held to certain standards and those in the charter school not being held
to the same standards. Acting in
line with the recommendation of the superintendent, Mr. Landry then offered a
motion, seconded by Mr. Chiquet, to deny the request for approval of the
proposed charter school. A
brief discussion followed, at the end of which a vote was taken on Mr. Landry’s
motion. The motion was unanimously
carried.
President Theriot called on Assistant Superintendent Rodrigue, who, on
behalf of the Dress Code/Uniform Committee, presented and explained the
following proposed amendments to Policy Title 2:5.1, Student grooming and
dress:

Spirit/Activity Dress-up Days, Nos. 14 and
15.)

T. 2:5.1 Student grooming
and dress
Students will maintain their person and clothing in a modest, clean and
orderly manner that reflects pride in self and school. These guidelines are designed to assist
students in setting a standard for their personal appearance which should
directly affect attitude and behavior and indirectly have a positive effect on
the learning process.
The Lafourche Parish School Board herewith established the following
guidelines on grooming and dress for students in Lafourche
Parish:
ANY CONDITIONS OF GROOMING OR DRESS, AS JUDGED BY THE PRINCIPAL TO BE
INAPPROPRIATE, WILL NOT BE ALLOWED.
A TEACHER WILL BE ALLOWED TO RESTRICT MANNER OF DRESS WHEN IT PERTAINS TO
THE HEALTH AND/OR SAFETY OF A STUDENT IN THAT TEACHER’S
AREA.
A.
Grooming
1. Hair must be reasonably trimmed and combed. Vision must not be
obstructed.
2.
Only naturally occurring hair colors are allowed (black, brunette,
auburn, or blonde—
natural or dyed).
3.
Beards are not allowed.
Reasonably trimmed mustaches that cover the upper lip only
are permitted.
4.
Only a reasonable amount of makeup may be used for the
face.
B.
Dress
1.
Patches,
symbols, writings, etc., which are vulgar or offensive will not be allowed. Words that advertise alcohol, cigarettes
and drugs are prohibited.
2.
Hats or caps will not be worn inside the school
buildings.
3.
Unless prescribed by a doctor, dark glasses will not be worn in the
school buildings.
C. Uniform
Policy
Beginning
with the 1999-2000 school year, all Lafourche Parish students shall be mandated
to wear an official parish uniform, which shall consist of the
following:
1. The parish
uniform shall consist of a collared white dress/oxford type shirt or polo/golf
type
shirt-either long or short sleeved.
2. Each school
shall have the option of allowing students to wear up to two additional shirt
colors consistent with their designated school colors.
3. The wearing
of a logo is optional and shall be limited to an approved school logo located on
the left pocket area.
4. Each school
shall have one official school logo.
The principal must approve school club or organization
logos.
5. The uniform
shall consist of khaki twill pants, skirts, or shorts/skorts (cotton or cotton
blend). Pants and shorts must be of
the traditional uniform style—no jeans, no baggy or oversized clothes, no
pockets on lower legs, or sagging pants.
6. Logos will
not be allowed.
7. Shorts,
jumpers, and skorts are allowable for students in all grade levels provided that
they are of the same fabric as the approved pants described in #5 above. Overalls are not allowed. Shorts, skirts, jumpers, and skorts must
have a finished hem and shall not be more than four inches above the back crease
of the knee. Shorts/skorts shall
not be worn more than one inch below the knee.
8. All pants,
shorts, skirts, and skorts must be worn at the waistline with the shirts tucked
in. If pants have belt loops, a
blue, black or brown belt must be worn.
9.
Socks/stockings are required and shall be of a solid color (white, khaki,
or school colors). Logos are not
allowed on socks.
10. Shoes shall be of a
style consisting of a closed back and front. Slippers, sandals, or cleats are not
allowed.
11. ALL ITEMS OF CLOTHING
MUST BE WORN AS INTENDED BY DESIGN.
12.
Outerwear that falls below the knee or does not open the length of the
front by snapping, buttoning or
zipping shall not be allowed.
13.
Earrings are allowed.
Ornate or cumbersome jewelry is not permitted. Jewelry requiring body piercing, such as
nose rings, eyebrow rings, lip rings, cheek rings, tongue rings, etc. is not
permitted.
Spirit/Activity Dress-up
Days
14. The designation of
activity/spirit days, not to exceed one per week, is left up to the
principal. Schools may also have
spirit days where students are allowed to wear sanctioned
shirts. Students
must, however, adhere to all other aspects of the uniform policy.
15.
Students belonging to
school sponsored clubs or organizations may be given permission by the principal
to wear approved organizational attire for specific activity periods. Students not participating in such
activities shall wear the school uniforms.
Extenuating
circumstances concerning cost or students with special needs will be addressed
on a case by case basis. Parents
should express these needs in writing to the school
principal.
Violation of the Uniform Policy
Violations of the mandatory uniform policy shall be addressed as
follows:
First
Offense: Parent shall be contacted to bring
the proper uniform to school for the child to change. The student will remain in a designated
area determined by the principal or his/her designee while awaiting the arrival
of the parent/guardian.
Second
Offense: Same as first
offense.
Third
Offense: Parent notification, student
assigned to in-school suspension at school site.
Subsequent
Offenses: Student will be assigned to
P.A.S.S.
*
Students who do not qualify for P.A.S.S. due to age (nine and below) will remain
in in-school suspension at their assigned school site, and shall be subject to
referral to Truancy Court or the FINS (Family in Need of Services) committee for
repeated failure to wear the mandatory school uniforms.
On motion of
Mr. Chiquet, seconded by Ms. Duplantis and unanimously carried, the board waived
the one-month waiting period for the adoption and/or amendment of policies (as
specified in Item 5 of Policy Title 1:2.1) so that the board could immediately
vote on approval of the amendments to Policy Title 2:5.1, Student grooming and dress. Mr. Chiquet then offered a motion,
seconded by Mr. Fabiano and unanimously carried, to approve the revisions to
Policy Title 2:5.1, Student grooming and
dress, as recommended by the Dress Code/Uniform
Committee.
President Theriot called on Superintendent Broussard to report on bids
received August 27, 1999, for a hunting lease on Section 16, Township 16 South,
Range 18 East (located on the Raceland Prairie). The superintendent presented the

Acting in
line with the recommendation of Superintendent Broussard, a motion was offered
by Mr. Orgeron, seconded by Mr. Chiasson and unanimously carried, to accept the
high bid of Mr. Wayne Pertuit as indicated above.
Next, President Theriot called on Ms.
Beth Landry, community relations coordinator for the Louisiana Organ Procurement
Agency (LOPA), who, acting upon the suggestion of School Board Member Jessie
Fabiano, had requested to address the board regarding organ procurement. Ms. Landry apprised the board of
the extremely critical need for organ donors in Louisiana. She presented a brief
history of LOPA and its work with organizations, including school boards in
other Louisiana parishes. In
concluding her presentation, Ms. Landry stated that she would welcome the
opportunity to reach Lafourche Parish School Board employees and students
through payroll stuffers, messages on payroll check stubs, donor drives and
classroom presentations.
After a brief discussion, Mr. Fabiano offered a motion, seconded by Mr.
Thibodaux and unanimously carried, directing the superintendent to meet with Ms.
Landry to develop a program whereby the board can actively allow everyone in the
school system exposure to and information about LOPA; and to survey the
employees to see who might be interested in participating in such a donor
program.
President Theriot called on Supervisor Ray Bernard, who reported on the
most current figures on enrollment in the schools of Lafourche Parish (August
30, 1999), citing the following numbers:

On motion of Mr. Danos, seconded by Mr. Orgeron and unanimously carried,
the board adopted the following resolution requesting (from the Attorney
General) the hiring of special counsel, commencing August 23, 1999, through
August 22, 2001, in the area of bankruptcy law concerning mineral rights on
public lands, and that this particular lawyer be George L. Clauer III of the
firm Seale, Daigle & Ross:
RESOLUTION
WHEREAS,
Louisiana Revised Statutes 42:263 authorizes the retention of special counsel by
any school board upon a statement of reasons why such counsel is necessary and
upon approval by the Attorney General; and
WHEREAS, this board is in
need of special counsel, experienced in the issues of bankruptcy laws and
mineral leases; and
WHEREAS, the District
Attorney, acting as our general counsel, has approved the employment of special
counsel to advise and litigate specialized bankruptcy laws and mineral lease
issues related to the area of practice outside of the usual duties of the Office
of the District Attorney; and
WHEREAS, the Parish School
Board of Lafourche is desirous of dealing fairly with all of its lessees, but
cannot knowingly expose itself to the risks of ill advised decisions and
practices in bankruptcy proceedings as they relate to mineral leases into which
the board has entered; and
WHEREAS, Mr. George L. Clauer
III, Attorney at Law, has several years of working with the legal issues
associated with bankruptcy proceedings and is also experienced with mineral
leases pertaining to public lands;
NOW, THEREFORE, BE IT RESOLVED,
that Mr. George L. Clauer III be retained as special counsel, commencing August
23, 1999 and ending August 22, 2001.
On motion of Mr. Danos, seconded by Mr. Landry and unanimously carried,
the board authorized Mr. George L. Clauer III to seek an injunction against
Forman Petroleum Corporation to prevent it from removing minerals from school
board property while it is in the state of bankruptcy.
President Theriot called on Superintendent Broussard, who presented the
following proposed amendments to Policy Title 3:1.4, Salary schedule for teachers, to reflect
a change in the pay schedule for substitute teachers in order to entice more
certified teachers to seek employment as substitutes:

On motion of Mr. Chiasson, seconded by Mr. Chiquet and unanimously
carried, the board proclaimed the month of October as "Red Ribbon Month" and the
week of October 24 - 30, 1999 as “Red Ribbon Week” in Lafourche Parish
schools.
On motion of Mr. Chiquet, seconded by Ms. Duet and unanimously carried,
the board proclaimed the month of October as “ChildNet/Child Search Awareness
Month” in Lafourche Parish schools.
On motion of Ms. Williams, seconded by Mr. Danos and unanimously carried,
the board proclaimed the week of October 4 – 8, 1999 as “4-H Week” in Lafourche
Parish schools, in conjunction with “National 4-H Week.”
On motion of Ms. Duet, seconded by Ms. Duplantis and unanimously carried,
the board proclaimed the week of October 11 – 15, 1999 as “School Lunch Week” in
Lafourche Parish schools, in conjunction with “National School Lunch
Week.”
In response to Ms. Duplantis’ motion, seconded by Mr. Chiasson,
requesting a two-thirds vote to discuss an item not included on the agenda –
specifically, with regard to information received from Ms. Melanie Boulet – the
board voted unanimously to allow her to discuss the item. Ms. Duplantis asked that Ms.
Boulet be allowed to address the board.
There being no objection from any member of the board, President Theriot
then called on Ms. Boulet, a parent member of the Pupil Progression Plan
Committee. Ms. Boulet
presented a plan for involving parents in helping Lafourche Parish students to
succeed on the new High Stakes Testing.
She explained that the plan entails coming up with a comparable test to
the new test and administering it to students in January; the individual
teachers would then grade the “prep test” and cut out all problems missed; the
teachers would put them in envelopes and mail them to the parents of the
students and also include a letter explaining what they are and asking parents
to review the problems with their children between January and the High Stakes
Test date. At the conclusion of Ms.
Boulet’s presentation, there was a brief discussion. Ms. Duplantis then offered a
motion, seconded by Ms. Caldwell, authorizing Supervisors Francis Rodriguez and
Marian Fertitta to form a committee to assist in devising the pre-tests for the
4th and 8th graders and to implement the plan (as
presented by Ms. Boulet) parishwide.
A discussion followed, at
the end of which a vote was taken on Ms. Duplantis’ motion. The motion was unanimously
carried.
On motion of Ms. Zeringue, the board adopted the following memorial
resolution by general consent:

spirit and soul of Ms. Hazel Boudreaux, a former teacher in the Lafourche Parish

employed as a teacher/principal at Rodrigue School in 1938, for seven and
one-half years; was re-employed in 1949 at L. T. School for one year;
transferred to Thibodaux Upper Elementary School, where she taught for four
years; and then to Thibodaux Lower Elementary School, where she remained for
eighteen years, until her retirement in June 1972; and

her dedicated contributions in the field of education to the people of this
parish were greatly appreciated by all who knew her; now,

A vote was
then taken on Ms. Duplantis’ motion; and the motion was carried. Mr. Fabiano recused himself from voting
on the appointment of his daughter, Ms. Tina Chaisson (No. 36.
ooooo).
Mr. Chiquet requested that the superintendent provide him with the list
of child nutrition employees (by schools) for the 1998-99 and 1999-2000 school
years for the purpose of comparing the number of technicians employed at each
school last school year as compared to this school year. Mr. Chiquet asked that this information
be furnished to him before the next Finance Committee
meeting.
Mr. Fabiano asked that the president refer back to Agenda Item No. 14 for
a point of clarification. He noted
that the minutes of the Finance Committee reflected that the superintendent was
directed to have Mr. Francis Hubbell obtain two additional quotes for the
parking lot at Cut Off Elementary School to be presented to the board at the
September meeting; and that these quotes were not received by the board
(tonight). Mr. Fabiano then asked
for an update on the quotes.
Maintenance Manager Hubbell stated that it may be another week before he
receives the quotes; and that he should be able to present them to the board at
its next meeting.
On motion of Ms. Williams, seconded by Mr. Chiasson and unanimously
carried, the meeting was adjourned at 8:50 p.m.
